NSW Greenhouse Gas Abatement Certificates (NGACs)

In 2003 the Australian State of New South Wales (NSW) introduced the world’s first mandatory carbon trading scheme, known as the NSW Greenhouse Gas Abatement Scheme. Unlike the European Emissions Trading Scheme (EUEST) which requires emitters to surrender one EUA for each tonne of carbon emitted, the NSW scheme requires electricity retailers to purchase a specified number of credits (known as NSW Greenhouse Gas Emissions or NGACSs) for each unit of electricity they sell. NGACS are delineated in Tonnes of CO2 and may be produced by greenhouse gas abators such as clean electricity generators, energy efficiency projects and tree planting schemes.
